Abstract

Regional unions and coalitions are created in a situation where the formations of power in the ‎international politics are brought about by some changes, the political and international ‎orientation of the countries are transformed and new goals are created in the political, ‎economic and security priorities of the countries. Under the new conditions that Iran has in its ‎international isolation, having the capacity for the regional cooperation is indispensable. For the first time since the Islamic Revolution, Iran's participation and demand for ‎membership in the Shanghai Organization as a security organization was a turning point in ‎Iran's presence and participation in the multilateral security agreements and treaties, or more ‎robust security alliances with the other blocs of global power;so regarding the specific ‎circumstances of Iran's foreign policy and the America’s unilateralism, it puts a major positive ‎psychological burden on Iran's interests. Therefore, due to the importance of the SCO for the national security of the Islamic ‎Republic of Iran, thepresent research’smain questionwas whether Iran's admission as an ‎observer-member of the SCO could increasenational security of the country from the point of ‎view of regional cooperation. The initial and temporary answer to this question was that, due to ‎the presence of the United States in its first security orbit, it aimed at creating homogeneous ‎and targeted actions in the framework of regional cooperation to increase national security and ‎balance its regional and international relations, so the Islamic Republic of Iranwas in need ‎ofsome mechanisms like the Shanghai Cooperation Organization.
